The problem is that modern Russia is not capable of credible negotiation. I am afraid the war will go on indefinitely until there is regime change in Russia, perhaps.

Sure, I agree, Therefore any peace agreement shouldn't hinge on Russia's willingness to stick to the terms. Only to the ability of the West to enforce the conditions.

Yes, but I have difficulty seeing how something like that could work. Perhaps NATO forces could be stationed in Ukraine to offer protection but it just seems too risky.
