They see the writing on the wall -- better late than never. Does not guarantee their survival though.
I am not in favor of banning ICE cars, and I don't think anyone is talking about banning ICE in the US. In fact, the EV incentives at this point are pretty slim. On the other hand, I think it is reasonable to tax the pollution produced by ICE cars.
