These are different things. The goal of business it make money, the goals of the state are different -- to provide help to people, to support the court system, the military, etc. I don't see how these are interchangeable.

Good business is good for everyone: for the owners, for the employees, for the customer and for the gov-t. The goal of non-profit is obviously not to make money.

The context here is wealth gap and wealth redistribution. One could, in theory, donate a billion dollars to the state (but of course noone does), a whopping $3/pp, and hope that the gov-t will do something good with it, like subsidizing education or something. Or one can start a business and improve a number of lives directly while benefiting the society at the same time.

I don't think this is a reasonable idea. Those billionaires who are innovative and are good at running businesses (Jobs, Musk, Bezos types) are already doing so and are fully occupied with it. In fact most of their wealth is in the businesses they created. Asking them to invest in some other enterprise makes no sense.

If they are are not good at running business I don't see the point of asking them to create new businesses. It would be more efficient if they simply invest in Amazon or Boeing.

Вариант 1: миллиардер выдает миллиард профсоюзу школьных учителей или соответствующим государственным органам, чтобы они улучшили систему образования. Итог: всем причастным к профсоюзу пропорционально повышают зарплаты на, скажем, несколько тысяч в год, они остаются на своих местах, делают то же, что и раньше.

Вариант 2: миллиардер берет свой миллиард, создает частные школы, пту, университеты, кружки и т.д., сам нанимает управляющих, контролирует их, вырабатывает критерии оценки (например, после курсов переподготовки посещающие их находят быстрее работу), приманивает хороших учителей, и т.д.

Вариант 3: миллиардер берет свой миллиард, хитро вкладывает его в нужные бонды или еще куда, в результате имеет 2 миллиарда и задается вопросом что делать с удвоенным интересом.

Из всех вариантов мне, как медианному бюргеру, больше всего нравится второй.

Есть такой Stanley Druckenmiller, который когда-то много работал с Соросом. Так вот он реализовал вариант 2 в Гарлеме, финансируя чартерные школы.

If they want to do it and are willing to spend their money/time that way -- more power to them. But it is difficult work and not for everyone.

Warren Buffett argued for option 3 -- he makes more money and donates it to a charity run my someone who knows what they are doing.
