Right, I think this is an important point. Can private property be extended to much larger entities, i.e., cities or countries?
I think (I don't know the actual law) that in most western countries it would be illegal to create something like that. In the US we do not allow municipalities or states to control where people live. I am pretty sure it would be unconstitutional. Now hypothetically, we can imagine a private company buying a town and only allowing its employees to live there (there have indeed been such company towns -- https://en.wikipedia.org/wiki/Company_town).
I cannot imagine something like that at the scale of the whole country though unless it is a dictatorship.
