Интересна также попытка рассмотреть ситуацию как случай моральной паники.

Maybe it doesn’t matter where the sources of the present moral panic lie. But could we at least get enough of a grip to realize that it is a moral panic—and knock it off? Women, I’m begging you: Please.

REALLY?

there is a difference between 'an american hug', with both outstretching arms in mutually welcoming affection, and a hand on the knee or both hands on the shoulder "massaging".

the latter two are battery - defined as touching a human body without the body's explicit consent.

NONE. it is just inappropriate. there is no harm in telling a dirty joke or giving long sticky looks at work. but is is inappropriate.

however, it actually falls under misdemeanor vs felony - the latter, when there is objective, tangible harm. as in - a bruise.

"Inappropriate" should fall under infraction and be dealt at the HR level, no higher. One can be fired for repeated violations of internal corporate rules, whatever they are, but must never be prosecuted; no outward apologies should be given or expected.
