Совсем недавно мне кто-то из товарищей справа объяснял, что одним из наиважнейших достижений Трампа было то, что он договорился с правительством Мексики чтоб оно как-то контролировало потоки мигрантов. Ну и где это соглашение теперь?

Нет, я не знаю, я вообще очень слабо слежу за политикой, вон даже до утренних политинформаций НЙ Таймс опустился чтоб хоть что-то замечать. А можно какие-то "официальные" подробности об этом договоре? Текст, например.

Вот текст (https://2017-2021.state.gov/u-s-mexico-joint-declaration/index.html). Это действительно выглядит как неформальный договор между исполнительными властями двух стран (в отличие от официального договора, который должны утверждать легислатуры). Он был достигнут угрозой тарифов.

Теперь, при другом президенте, у Мексики нет особого резона продолжать эти усилия. Тем более, что Байден уже выпустил указ, в котором напрямую об этом договоре не сказано, но весь тон – о смене подхода. Например:

The Secretary of Homeland Security shall promptly review and determine whether to terminate or modify the program known as the Migrant Protection Protocols (MPP), including by considering whether to rescind the Memorandum of the Secretary of Homeland Security titled “Policy Guidance for Implementation of the Migrant Protection Protocols” (January 25, 2019), and any implementing guidance.

Товарищ выше утверждал, что договор межличностный: между Трампом и президентом Мексики. Вы же говорите, что это выглядит как неформальный договор между исполнительными властями двух стран, т.е. совершенно другое дело, но при этом непонятно почему употребляете слово "действительно".

Я со своей стороны не вижу что тут неформального. Возможно, не все соглашения подлежат ратификации, но это еще не делает их неформальными.

С Байденом все вроде бы ясно.

По-моему, это не "совершенно другое дело". Но это как раз маловажная деталь.

U.S.-Mexico Joint Declaration выглядит для меня вполне себе формально. Но важнее действительно в чем именно выразилась отмена договора. Пока что в сухом остатке только reviews.
