I am not a lawyer, and I don't want to get into the technical details. I think what matters is not even the letter of the law, but the spirit. You impeach the president in order to summarily execute him. That is the whole point. It has to be something so bad that it angers 2/3 of the entire Senate. In other words, unless you are absolutely sure you are going to have 2/3 of the Senate, do not even start it
