Warning: I just had a several days long discussion on the topic of racism so I come prepared :)
According to its definition, racism isn't a bias at all, it's a system of views with certain typical characteristics like stating superiority in something based on racial traits.
In simple words, to be racist, researcher must believe that certain race is superior and behave accordingly. Just sampling bias doesn't fit here (or I don't see how it fits).

that is ONE of definitions of racism. there is a more casual one - a racist statement is one that pins certain characteristics, values, or behaviour as typical for a particular race :-)

I read a book on racism which is trying to categorize different definitions of it :)
Your definition shares the same core: statement of race-specific traits. This is common for all definitions, differences are in small details specific to considered areas of application. So, all the same.

And here is the essence of the issue: if someone feels that something is racist, it doesn't make the cause of his/her feeling to be actually racist.
An example is easy to find. The reason I have spent time debating the racism is... Trump, of course. A lot of people call him a racist just because they are offended by him. But it doesn't make him a racist, I haven't seen a single racist statement of his that would clearly fit the definition (any of them). And there were people trying to find such and show to me. They couldn't.
