В твите написано "a plan to increase the proportion of women and minorities in certain occupations to more than 90%", но из документа это вообще не следует. 90% там у секретарш; может, среди них женщин сейчас 95%, и университет хочет *понизить* кол-во женщин.

Так там же есть колонка Employment % - это и есть текущая доля. Тем более, в ней точные значения числу работников соответствуют - например, в 6 строке 5.4%=2/37
