Если их послушать, то конечно. Voter ID, личная явка на выборы, gerrymandering так чтоб всех черных в один избирательный округ запихнуть, все дела. Это всё известно.

Но оказывается есть такая штука под названием ERIC (Electronic Registration Information Center).
ERIC is currently the only system that can catch if someone votes in more than one state, which is illegal. And election officials widely agree it helps to identify dead people on voting lists.

Тем не менее, уже 8 республиканских штатов из этого проекта вышли по причинам глубокой озабоченности:
increasing concerns regarding stewardship, maintenance, privacy, and confidentiality of voter information" and "controversy surrounding the historical sharing of data with outside organizations leveraged for political purposes
