They do not do full orbit insertion -- their speed is not sufficient and the trajectory is different. Some of the ICBMs can apparently be modified for full orbital flight with a lighter payload.
So how do you propose to knock out the ICBMs traveling on a very high orbit? You think the system can or should be materially different from the one intended for those in the full orbit?
I think it is quite different actually (I am not an expert though). To shoot down a satellite you can take your time -- the orbit does not change much and is very predictable. To shoot down a missile you only have a brief window, an hour perhaps.
I also suspect most ICBM interceptors are ground-based.
