Никогда не интересовался этим вопросом, а тут случайно прочитал заметку и засомневался. Почему это у него SSN из CT?

До 1987 года, чтобы получать налоговую скидку на ребенка, не нужно было указывать SSN, поэтому SSN люди обычно получали самостоятельно в более или менее разумном возрасте, когда устраивались на первую работу или открывали счет в банке.

Номер не обозначает никакой residency, а лишь штат, в котором было подано заявление. Я получал SSN через пару дней после приезда по бизнес-визе ради открытия нормального счета в банке, на который мне нужно было положить деньги. То, что я остался жить в том штате, в котором получил SSN, по большому счету, случайность - с тем же успехом я мог прилететь сначала на недельку в Бостон или Нью-Йорк, и указать в качестве почтового адреса адрес живших там знакомых.

Это весьма особый случай. В норме американцы подают на SSN именно там, где живут.

Т.е. надо было специально указать почтовый адрес из CT, проживая в это время в другом месте. Для чего бы?

Prior to 1972, cards were issued in local Social Security offices around the country and the Area Number represented the State in which the card was issued. This did not necessarily have to be the State where the applicant lived, since a person could apply for their card in any Social Security office.

Тоже нужно было специально подсуетиться. А зачем бы оно могло понадобиться?

Most likely, this was due to a clerical error. At the time, President Obama was only 15 years old, and lived with his grandparents in an address on Beretania Street. The President’s house in Hawaii was in zip code 96814 and the zip code for Danbury, CT. is 06814. Since the '0' and '9' on a typical typewriter are immediately adjacent (remember, the president's Social Security number was issued in 1977, before the age of computers), it would have been a common error to accidently type a '0' when the ZIP code really began with a '9'. Another possibility is that President Obama, a left-handed 15 year old boy at the time, may have written his own ZIP code in a less-than-fully-legible manner, making the '9' look somewhat like an '0'.
