Это уже третий подобный билл за последние пару лет. Abigail Spanberger выдвигала похожий, еще кто-то, а теперь вот мой конгрессмен подсуетился. Сдохли те, помрет и этот.

Потому, наверное, и путают. Дихотомия выглядит как senator vs congressman. Удобного и недвумысленного названия для члена палаты представителей, поди, нету?
